The Governance of Digital Public Infrastructure

This paper examines the governance of Digital Public Infrastructure (DPI), focusing on initiatives within in the world. While DPI plays a crucial role in the digital era of Government and public service delivery, there is a lack of comprehensive assessment and documentation of its governance and best practices. The paper fills this gap by documenting the evolution of flagship DPIs like India’s Aadhaar, Open Network for Digital Commerce (ONDC), Ayushman Bharat Digital Mission (ABDM), National Digital Education Architecture (NDEAR), Estonia, India’s Account Aggregator (AA), Brazil’s Pix , Philippines’ PhilSys, Digital Agricultural Advisory Services (DAAS), Ethiopia, and India’s Unified Payments Interface (UPI) drawing insights to form a DPI governance framework.
