On 02 September 2025, Aapti Institute and GIZ GmbH hosted the second stakeholder consultation on data work and content moderation in Southeast Asia (SEA). This consultation convened a range of people from Southeast Asia and beyond, including workers, union organisers, legal practitioners, researchers, and policy professionals. We aimed to understand the working conditions within this ecosystem by drawing parallels with SEA’s rapidly growing gig economy. The discussion also examined the impact of technologies such as algorithms and the need for transnational labour measures to address the outsourcing practices of the tech sector.
We have compiled a readback document to recount some of the major points discussed in the consultation.
